Demonbuddy installing in Korean instead english

Used the install version on Windows 8.1 64bit. and it installed in korean by itself instead of english and dont recognize diablo and ask if there's a new version of db. Tried a clean install, deleted db files and etc, same problem. Used the zip version and it worked, but then I got that problem with version 18 of r-rift and had to downgrade to v.17. In my computer with windows 7 is working fine both install version of DB and r-rift v.18. Any ideas?

You can also use the ZIP version of the current build, had the same issue and by downloading the .zip version it got solved
