Demon Buddy Error

If you click the Start button, the screen will slow down and display an error like the picture.
Do not reinstall Win 7
Visual C ++ 2015
framework 4.5.1 ~ 4.7.2 has been installed.
OS - window7 64 (Diablo 3 starts with 32-bit)
What should I install anymore?
Help Do you have this problem if you install Win10?

currently there is an issue in win7 machines,you have to use a win10 machine
