Default Necro CS - Bone Armor activation issues

So, I've noticed eith the default Necro CS, Bone Armor doesn't activate nearly as much as it should. To be honest, and of course given the situation, Bone Armor should be on cooldown basically. Or at least to the point where you are in a champ or elite pack and Bone Armor is being used when ready. There are times where 6-8s goes by and no activation. How would I fix that?
