DB wont start due to socket error

I was able to use DB at home, but not in other network. after logging in, show error message due to socket error. Please help.

tried to disable your firewall and test it?

The firewall is managed by our IT admin . Do you have any specific IP or port that need to open in order to make it work? I could ask IT to open the IP and port

Turn out that we need to open program net.tcp in order to make it work. All good now. Thank you!
