DB Not Starting

This happened the night before the most recent update to DB. The UAC window pops up asking for DB to makes changes. I allow it. Nothing happens from there. The program doesn't show up in the task manager, there's no icon in the system tray. There are no logs to upload because the program doesn't start. I've removed all the C++ distros as suggested in another thread. I've installed older versions. I've installed from the exe. Nothing seems to be working.

Edit: I found a sort of work around. If I start DB, Start D3, Log into DB it works.

No anti virus enabled. For whatever reason, DB won't start while D3 is running.

do you have any 3rd party D3 tools installed?

Usually the only things running along side D3 are the blizzard app, DB and chrome. Mouse software running in the background, I've tried with this program closed.
