Crusader Single Target Issue

I'm having an issue that only seems to happen with Crusader, It will not target and kill single targets. The setting for Minimum Trash Pack is set to 1, but it will just leave the single mob alone and not kill it. This is an issue for Bounties where you have to kill "All" the enemies in an area. Does anyone have a solution or code change that will fix this?
