Crusader not casting Bombardment and law of valor (anyrunes)

I have done fresh installs on both the beta and stable version. I set the minimum trash to 1 and bombardment to 1 no change.
I have no idea why laws of valor is not being used off of cooldown.

I have never had this problem untill today.

Read intro and read last few pages, there is a working Trinity folder you can use already set up with all the SVN stuff.

Just tried 3 different versions of trinity and bombarment/valor still not working

Update: It only casts bombardment on elites even though i have aoe set to 1
