crashing on install

According to this page: Could not load file or assembly sorttbls.nlp or one of its dependencies. (did a quick google search by the filename - it's a .Net corruption issue)...
One of the ppl there suggested the following:
Open the Control panel (icon view) and select Programs and features
Select Net framework.
Select "Change" and the repair option.
If this is not sufficient, you may need to totally unistall net frame work. For this you sometimes need to run a specially designed Microsoft uninstaller.
They also mentioned a Microsoft tool that you can download... so if the above doesn't work, go to that URL and download that tool.

Well I tryed that and reinstalled .net 4 from microsoft site... Still crashes =\ this time no error Just HB its self after I try and zip it and load it as ADMIN just crashes and trys to find problem but doesnt find anything!! =\\\ Anyone have any other idead!?!? I love my HB -.-
