I'm not an expert, so it's just a suggestion for sure.
If you haven't yet, try a reboot
Run it as an administrator.
Make sure there's RB folder has full permissions, just in case something wonky happened.
You may want to check your taskmanager/msconfig and double check nothing is tampering with your system?
Any antivirus? It could cause a problem if it detects the hook and quarantines a vital file/blocks the hooking process from working properly, keep in mind something as small as a definition update 'could' cause an issue with false positives, double check just to make sure, you should be able to look at your quarantine, if you're running an antivirus.
