Just ordered the bot setting up the bot the way the guide says see my charachter / server name in the box click attach and get this error Could not start bot.

I am experiencing the same issue. I downloaded & installed the .NET framework and the two redistributables (although I'm on x64 so I installed those versions, not the x86). I see them installed in my "Add/Remove Software" control panel. I still get this error though.
I am running Windows 2008 R2 Server x64, which is essentially the same OS as Windows 7 x64. I haven't had any problems running anything on the OS so far, so I would doubt it's the OS, but I could be mistaken.
Any thoughts?

Never mind, I fixed it.
I downloaded and installed the exact files you linked, instead of going to those and taking the x64 versions instead. Silly me for not following the instructions exactly, thought I was smarter.
I do that from time to time myself then my wife reminds me that I really am not.
