Could anyone help me? (How to create a CC for honorbuddy)

ive just set my lvl 53 away trying to level and i have nothing much to do lately, so I thought id try to add to the community and try my hand at creating a CC...

the only problem is, I cant find any guides or information on how to do it...

I have had programming experience and i have plenty of PC knowledge... I just dont know where to start.

could anyone point me in the right direction or just point me to a guide (ive tried looking, i cant find anything)
