Had same problem, and with an 980TI i was experience fps at 10 fps most of the time, and in the shorts moment it worked and connected, it would close down mid games, and had to try to relaunch it, asked politely for a refund.

I'm in Na, and I can only connect to Asia without TCP, but today when I'm playing I can't go a whole match without saying I've lost connection to the servers, forcing me to restart it, and it works instantly again...
