The difference is that LazyRaider gives you options, Combat Bot does not. They both do the same thing, but LazyRaider is more feature rich where Combat Bot is just plain and simple.

Honestly, I lag using LazyRaider. I've tried what bobby53 has said (to toy with the settings while playing to get it to an optimal setting), but nothing has made it any better. I can use Combat bot without any issues at all. Even trying to use Raid Bot I lag like a mofo. Dunno what's up with those bot bases.
And, I can't really go into technical detail about what the difference is between them because I don't honestly know. I just know combat bot has no options you can set, but LazyRaider does.
