Cloudflare IP Range Question

So I have 2 diferent ISP's at my house. 1 is DSL and 1 is Cable. They both use to have very broad IP Ranges. But it seems now that they both use cloudflare IP's. I tried to find a bit of info on this online but alas I am stupid. Is cloudflare something like a proxy for the ISP where they run your conection threw that shit to make it faster? Either way is my IP unique or do others share my IP at the same time? Any help would be appreciated.
