I've been stuck on this after logging in for the past day, even with clearing both my WoW and Honorbuddy caches and doing a clean install of Honorbuddy. This line from the log seems to be the the issue:
[18:04:42.984 D] System.Data.SQLite.SQLiteException (0x80004005): file is encrypted or is not a databasefile is encrypted or is not a database...
Please find the full log attached.

Hrm... this failure mode is usually the cache. Two more things to try (which we know you've said you've already done). The first is another 'clean install' as defined here:
Install it in D:/Honorbuddy/, please. Be certain to use Windows Administrator privileges for the install. (I.e., right-click and "Run as Administrator".)

If that fails, let's make certain the dependencies are viable. Follow the "Repairing It Manually" section from this article:

If still no joy, will need Tony to chime in. Another fresh log would be much appreciated, also.
