Cheats mode in Diablo 3 ?

I was in the folder of diablo 3 when i see D3Debug.txt , i opened it and at the fourth line i see :

I don't think there is bud it can be an future update orso but im not sure about that

i saw a screenshot on owned core but i cant find it , there is many options like god mod etc its for dev i think
