Certain characters can't trade. Account flagged?

There are certain accounts that if i try to open a trade window the option is greyed out, and trying to open trade window TO that account it just says " that player cannot do that right now". Anyone else experiencing this? what does this mean?

I also have this problem with one of my accounts, not sure why. Its also the only account i bought via the bnet store and cant use the rmah yet.

Alot of people on the Bnet forums are reporting the same problem. It's a D3 glitch/bug.
