Catching only if more than 90 IV ? (Can't seem to find a working Logic Rule to do it)

I tried the obvious

Action: Catch
Condition: IV
Operator: >
Value: 90

This still caught every IV

This still caught every IV

Does this work or is this just fatally flawed?
