Catching less than 30 pkmns in 1 hour

Hello, this behaviour is very odd, especially because when I put PF in just 'loot pokestops mode' it shows me tons of pokemons around. But when I switch back to actually 'catch pokemon', they disappear, and I found just very very few of them, like 1 or 2 every 2 or 3 minutes. Is this a bug? Im farming in San Francisco Pier, so It should be an hotspot. Also, it happens with all my account.
PS I have plenty of room for new pokemons and items, o really no idea whats going on. Thanks in advance guys.

So when you catch pokemons you turn off the loot pokestop mode? what's your radius and amount of pokemons caught per hour limit?

Sorry I express myself wrong. I encounter this problem when I have ONLY selected 'loot for pokestops' (for example if im running low on pokeballs, I select only pokestops and for an hour I let it farm just items). I normally have both options up (farm pokestops and catch pokemon) but yeah, If I uncheck catch pokemon and just go for POke Stops, HAIL MARY, full of monsters everywhere. Ive set no amount of pkmn per hours, currently I have a 600 meters radius, but its the same if I put a limit or not. Thank you!

Sorry I express myself wrong. Did you try restarting pokefarmer?

Trust me I did try anything, relaunching app, deleting and install a new fresh version, changing pc. everything. Only thing I did not try is to use VPN, but im not sure this would solve anything...
