As a fellow subscriber, I think that will be unfair. Most Captchas (but not all) are caused by the user and not by bot, and we can't always put the blame on the bot makers. Captcha is set in place to verify if the player is a human or a bot, and if you are getting a lot of captchas, then maybe there is something wrong with your setting or the way you are botting for the other end to doubt if you are human or not. Think of what you are able to do that you want the bot to do for you, not what what the bot can do but you cannot possibly do. Your next question should be "What is it?" and not "What did you do PF?"
Asking them to pay for captcha because of misuse is like buying a car from a manufacturer, then as soon as we get out of the dealership, we decided to drive like crazy. Now we are asking the manufacturer to pay for our traffic violation ticket or parking ticket. Lets blame the manufacturer when the car is broke or defective, but not when we get the ticket. PF simply built the car, it is us who are driving it, and if Niantic the COP arrested us for unsafe driving, lets not blame the salesman who sold it to us.
I will not be a good source of information regarding Captcha. I have never received one with PF since it was implemented by Niantic during the previous API 39 downtime. I'm not sure if I was doing the right thing, or just being lucky. But several advice on how to drive had already been discussed in this forum. But as I was reading the conversation between the developers, accounts which previously received captchas are most likely to receive captcha, same with other accounts using the same IP. Let me rephrase that - he said he switched account after receiving captcha but using the same IP, and that other account received captcha as well. (Waryas-Hatchingegg conversation, RE discord)
