Cant start Honorbuddy

Hey

Im getting this error when i start hb , i have installed all runtimes I need. I reinstalled all runtimes and HB i tried to stop my avast but this didnt work too.
Now I dont know what I can do to fix this.
Im pretty sure that i got all runtimes installed
