Cant run profile on Hardcore Seasonal

Why can't I run a profile on hardcore seasonal. I get this error always popping up saying error character might not have content. I have already purchased Reapers of soul.

I ran new HC seasonal from PL1-PL630 ATM with no issue

You probably haven't unlock the chapter or have not finished the game.
