cant process managed resources

I've tried changing it to directx9 and reinstalling. Not sure what to do when getting this error.
Also i noticed it would register a log but the log would disappear when HB crashed. I only get the character log. any suggestions?

Update: as soon as HB is started the log begins, as soon as "Please wait a few seconds while Honorbuddy initializes." pops up the log gets deleted.

Thank you chinajade for the replay,

Unfortunately that is part of the problem. when i start up HB the log gets created, after HB says "please wait while HB initializes" the log disappears. i will attach images showing exactly this. the file blacked out is the file for my toon which i added the txt file for that. any additional help would be appreciated. thank you.

edit: as soon as questhelper tries to load in HB that's when the crash happens, and i added the text from the characters file.
