Can't launch honorbuddy.exe

I've tried installing through both the installer and zip, but neither files give me a working launcher. Instead I get an XML Configuration File named "Honorbuddy.exe" which when double clicked opens Visual Studio 2015 and gives me this:

sound like a bad file association on your site,check your file settings and fix the association of the file
