Can't do a fresh install

I am trying to do a fresh install of HB but i get an error. 0x80070659 This installation is forbidden by system policy. Please contact your system administrator. I had installed all previous versions of HB w/o a problem. Any ideas?

that has to do with your acc rights on the machine

I am logged in as administrator, and I never had this problem with other versions. Same PC, same user account as now.
What do I need to look for specifically? thanks.

dont use the installer.
Download the latest version of honorbuddy.
http://updates.buddyauth.com/GetNewest?filter=Honorbuddy
Then do a clean install into a new folder. Do not reinstall over a previous installation or move items from the old installation
into the new one.
