Can't change spec settings for newly created toons

If I try to change the spec to what I want it to be on level one characters, I get an error that tells me to change the spec back to the default one in HB.

The class profile currently loaded is Shaman - Enhancement, but the current toon is Shaman - Elemental. Please respec the toon, or select a proper class profile under settings before starting the bot.

But my toon has no spec yet as a level 1. I know I used to be able to set this from the start. Any ideas?
