Cannot open Settings & Tools

I am running Windows 7, what is happening is I click the settings & tools button and it just does not pop up. I can minimize everything and still nothing. The only way I can see it and close it to make the main honorbuddy screen clickable is to mouse over it on my task bar and close it there.

Anyone have any suggestions on getting this to work again?

Things Ive tried, so far 5 completely fresh installs of HB. 6 Full pc restarts.

make a new Hb installation from scratch and if its not fixed repair your net framework

How do you repair net framework? Ive done 6 fresh installs of HB now and that doesnt seem to effect it

Uninstalled net framework and did a fresh install of it as long as another fresh install of HB and a reboot. Same thing, still cannot access the Settings & Tools

On my PC I run multiple screens. If one is removed, the settings and dev windows will still try to open in the possition they were prior to me removing one screen (ie off the current screen). I fix this by minimizing and then maximizing the window that I cannot see. Just a long shot but it might be worth a try.
