Can ninja skinning be semi-safe?

What exactly does ninja skinning do? Make the bot skin mobs that were not killed by it or someone in its group? Is that it?

If so, then can ninja skinning be mildly safe nowadays when skinners usually skin their downed mobs immediately and don't really give a chance to a random nearby player to come all the way and skin their mob? I mean, if the skinnable corpse was laying around long enough for the bot to reach it and skin it, doesn't it mean nobody cares, at least the corpse's killer?

In general its okay.

It just grabs mobs that are dead that no one skinned.

It can get you a report if person feels bot/toon is harassing them or stealing their skins. Its highly unlikely but possible.
