short answer yes from level 5 it can level your characters once you can pick up a gathering skill...

in my experience, though, the xp gains are not that great until later on (70-85) or so

Yes and No.

You gain exp when you harvest or mine but that's all you'll get from GB.

I leveled my DK from 80 to 85 purely gathering. So, yes.

I have lvled 3 toons now from lvl 75-85 with pure gather.
Have lvled few lvls in outlands also. But not purely. Would grind one day, gather next.

Yes it can, as already noted. I would suggest leveling with quests/grinds/instancebuddy until you can fly. Then you can get the most out of it.

Easy-mode 80-85, start with Herbing + Mining Vashj'ir, and if you aren't satisfied when you hit 85 just with this, well tdb.
