Shaman uses his Hero Power always before playing "Thunder Bluff Valiant".
The Totem, summoned through the Hero Power, doesn't get buffed this way.
Look at the last Code Lines.

Also: HB uses the Effect of "Thunder Bluff Valiant" always before playing the "Flametongue Totem".
