Bug - flicker cooldown

Hey push,

I'm guessing you found out why the flicker cooldown wasn't being triggered in the API, but now the bot sees the cooldown and forces the fallback skill to trigger even when a frenzy charge is held -- so after every cast of flicker, regardless of frenzy charges held, the bot is using the fallback skill.

I believe this is because flicker has a cooldown after every use, but the cooldown is ignored if you have at least one frenzy charge to expend.

I'm guessing this is why you had the API originally ignore the fallback on cooldown for flicker. Or maybe not:)

I'll push another build soon.

The errors are stemming from changes that took place in 2.1+ that weren't noticed (since there's too many skills/mechanics to test each of them). The way cooldowns were stored changed, which was fixed in the current version, but the way charges are stored also changed.

I tested the cooldown fix with Cold Snap, Convocation, and Flicker Strike, but I didn't test any skills that use charges.
 
A new beta/release are being built right now. Please let me know if everything is working as expected now, and if anything else looks broken, I'll check it out. :)
