Generally, you get to loose more than the botting account ONLY if they are banned for goldselling, not for botting.
I have plenty of battle.net accounts with 5-8 wow licenses on them, and most of them got only 2-3 banned licenses each, the rest are intact till caught botting.
Wow, That's seriously kind of blizzard to allow linked botting accounts not to be banned except for gold sharing. I would of never figured them to be so forgiving. Don't get me wrong I'm glad they are its not something they portray them self of towards us botters.I have always done it from when i started, The only account that ever got banned was the one i botted on. My main (still botted just no where near as much) is still fine and i have wow 2 and 3 banned. Not saying its safe but from my experience only the botting account gets banned/sus.

Also they can't really say who uses which account. Say that a whole family is playing on the same BNET but only the teenage son bots. Should the entire family be punished for his actions? They could ban a lot of innocent people if they do their business that way, which will cause a lot of rant on forums everywhere.
Its nothing about forgiving or something around. Its called policy.
Blizzard as every company have internal policies, which obviously tolerate the customers to have more than one wow license per battle.net and to action only these accounts, which were caught in bannable offence.
Of course, the above is very subjective: On first place, it is GM dependent, since sometimes different GM personalities do threat visually similar cases with opposite actions.
Then again, it is case-dependent, because some cases even if looks similar on our end, could be dramatically different on Blizzard's end.
But the practice prove one fact - if not all of the wow licenses on single bnet account get closed by automatic bans, on appeal, the chances for the remaining botting licenses to be closed are huge!
