If your using a third party bobase ie exfate or a third party combat routine ie ultima thats something youll need to bring up with the combat routine or botbase creator. That traceroute looks pretty average, ie what i expect from a user inside china. The server doesn't seem to be under an adverse load so I am at a loss as to why you cannot form a reliable connection. We are looking into moving the chinese navserver from the west coast to inside of china. Until that happens you could try a vpn or a proxy program to see if that will help.
