Bot will not cast Sweeping Wind

Hey all. Having trouble with the bot casting Sweeping Wind on my monk. I have to cast it for it and it only stays stagnant with stacks doing NR rifts with belt. GRs I have to keep casting it when it first rolls into the rift. Suggestions or ideas?
