Bot screws up a lot with "ANYFIN CAN HAPPEN" card.

Half the time the BOT won't use the card, and just now I witnessed it keeping the card in hand when it gets the first 3-4 cards. I thought it was built in the system to keep cards of only 3 or lower value???
