Bot never hits send at mailbox?

So I've noticed lately that my bot isn't hitting send. I don't recall seeing this before upgrading to 4265, but when his bags are full he runs over to the mailbox and fills up a piece of mail and then sits there with the message open never hitting send. He also only puts 11 items in instead of 12. The message spammed in the debug log is below. If I hit send he'll keep populating the mail until there's no more left and then he'll go repair. Any ideas what might be causing this issue?
