Bot isn't using eternal flame

Anyone notice that their prot pally using the standard HB combat routine doesn't use eternal flame? I've fiddled with the class specific settings but it basically ignores the spell altogether.

Any advice is helpful.

Here you go, this is while questing. I noticed it didn't add known spell "Eternal Flame"...only Word of Glory. Might that have something to do with it?
