Bot isnt transfering pokemon

I first had it set to keep 3 of everything, Notice it would get up to 250/250 and just walk non stop so i went in and changed it to keep two of everything the same issue 250/250. Is this common? i just changed it to only keep 1 of everything to see if it works any better have to wait and see how it works out i guess.
