Best Settings to Run PokeFarmer on

Guys what is the best settings to use
I'm presently farming Central Park and I cannot get higher that 16k Exp & 7k StarDust / hr
I went to allot of different places very very populated with stops etc.. and that's the highest I can get per hr so I'm studying if you guys can tell me the best settings
Also can someone explain to me why I would want a Pokemon with a Higher IV over one with a high CP.. I'm guessing that the one with the Higher IV Can be power up more higher and pass the one with the higher CP?

At max upgrade a pokemon with 'perfect' IV would have the maximum possible CP, attack, defense, and stamina for that pokemon at that level. Any of the same kind of pokemon with lower IV will have a least 1 of the following lower at max upgrade: CP, attack, defense, stamina. Therefore, if you want your Seadra to be the best it can ever be, make sure it is IV 100 before upgrading.

Oh yeah, I almost forgot: have your bot go as fast as possible (50 km/h) in a place with lots of pokestops and pokemon spawning to maximize your exp/hour. That said, it may be better to gain less exp/hour to potentially avoid cheat detection...

Also, make sure your bag isn't full and make sure your pokedex isn't full. If you can't catch pokemon or get items you may be limiting how much exp you can get.
