In my first appeal(in PTBR support), i got the follow answer (Translated from Portuguese):
"Thank you for your new message. After careful consideration and a final measure taken against this license, we reached the same conclusion. This measure will not be reversed or altered under any circumstances.
We understand that you may still have some questions on this measure, but we maintain that it was taken to have been a violation of our policies (Blizzard Entertainment: Documentação Legal da Blizzard) that all our players accept before entering the game.
As this issue has already been analyzed by several representatives, shall be considered closed. If you have questions about licensing or other matter, please contact us. However, we will not respond to future questions on this same subject.

After it, i did another appeal, this time same speech, but to US support, and got the follow answer:

After review, we have determined that the World of Warcraft license will not be closed at this time. However, due to the information mentioned in the e-mail that was sent earlier, a 72-hour license suspension has been applied which starts from the time of this response.
After conclusion of the current suspension, any further infractions of the World of Warcraft Terms of Use may result in permanent termination of game license access.
