Attack range bug? DH only?

Noticing in GRs my DH isn't using it's primary Evasive Fire when there is only 1 mob , it just auto attacks it down. Also seems to not get in range for the ability to be used either, shooting MS off the map at range and then waiting for enough power to use MS again and autoattacking.

is there not a specific setting for the DH to get in range for Evasive Fire to be used?
