is it possible to make a plugin for my hunter to cast Aspect of the Cheetah when i farm dungs when out of combat then switch to iron hawk when in combat?

Something like this would need to be added to a hunter CC if there is none out there currently. If a plugin were to change your aspect the routine would most likely fight the plugin and change it back tug-of-war style. You could suggest something like this on one of the CC's threads.
