Without an addon. No I do not believe they are.

The addon Elephant will log all chat for you. But Blizzard keeps a log of all chat on their side. Dunno how long they keep it for though.

The One CC (HB2 version) logs all whispers and will alert you when you recieve a whisper. But the best option is to use an in-game WoW addon.
