Are CR's Safe?

Hi people just about to start a new account after being in the 6 month ban and wondering if CR's are safe to use or if im going to get my new account banned??

I use one. Have been for going on 3 years. Not been banned with it yet. However it sucks at dps lol I'm just never on bottom.
