It was a ban wave, just like all other previous Blizzard ban waves. Everyone who used watchover in the given time period since Blizzard was recording detectable metrics (probably very soon after Bossland released watchover) has been banned. Same old story. The only thing that surprises me is how fast Blizzard pulled the trigger. This makes me think that they agreed on a number (of flagged accounts) to let it climb to before they pulled the trigger, and since overwatch is really popular that number was reached very quickly.
