Its the gxResolution Warcraft console variable in the WoW_install_dir/WTF/Config.wtf file. Set it to whatever you like. For instance,

SET gxResolution "600x450"​

i believe you can, but mine always pop up in the middle (i use like 100x150 for my bots or something)
