Anyone else lagging?

I notice while in BG's and Arenas that my game will freeze up for a few seconds and then return to normal right after that.

I'm trying to pinpoint if its my ISP, Blizz, or this Bot.

I'm having the same issue. Every 10-20 seconds, the game fps drops for a second or two, then returns to normal. This only happens when the bot is running. All was fine before the last update. I have tried clean installing as well as disabling store streaming. Neither fixes the issue.
