You'd have to make one. And, you'd have to tweak the FightDominus plugin to seek out Voll instead, and then overwrite/reset the explore function once Voll was killed. The FightDominus Plugin should give you an idea of what you need to do though.
I've thought about it now and then, but like Doc says, you'll be creating so many instances so often, that if you leave it running for an extended period of time you may as well send GGG an email with all your login info saying 'come ban me please, I'm botting my greedy little heart out over here'. People do it by hand yes, and they undoubtedly get checked out, but given it becomes obvious they are not doing anything wrong, they get left alone.
Edit: Quick clarification. OldRoutine doesn't seek any mobs in particular, it goes after active enemies within its combat range, giving priority to certain enemies based on stack weights within the routine. The explore function makes the bot run around the map, which is why for the most part you only ever 'stumble' across Voll and other bosses. The plugin mentioned above is an example where an override is set to find and seek out Dominus, though it wasn't exactly hard to find him, because of his fight lead up the bot would normally detect no combat and move on. Obviously Voll wouldn't be that difficult, but finding him sometimes is. One run can be 30 seconds, another can take 5 minutes sometimes. If you're serious about JUST Voll runs, the tools you need to do it are available, it's just you'll have to do it yourself as no one is going to release one.
