Dungeonbuddy indeed does dungeon instances. Dungeonbuddy is usable with a German IP, but it won't do the quests that are offered. More on that here:
However, Dungeonbuddy does not ship with the capability to do the Timewalking variants of the dungeons. Although, some Community members have figured out how to do them. Check the DungeonBuddy thread.
