All pokestops are " try again later"......

Hi, guys, this afternoon I found it was failed to loot the pokestop, then I login with the app. I found all the pokestop are all " try again later".
Does this means I have banned permanently? Are there anyone the same situation like me? (I have tried to loot pokestop more than 40 times, it doesn't work.)

PS: It's 1 hour since it happened, nothing changed, still "try again later".
